Quick adjustment: Turbo spool and part throttle responsiveness connection

Dear ktuner team,
I would like to understand how/if these two parameters are linked together. If improved part responsiveness spools faster, does turbo spool setting have a combined effect or it's a setting used only in high throttle situation?
Initially i thought part responsiveness changed the target but the help says spools.
