I mistakenly registered and locked unit to ecu while the car was on. To make matters worse, I tried to use the return to factory option to correct the issue. I now have all of my dash lights on and a unit that will not unlock from my ecu. i need help restoring this.

You can lock to the vehicle with the car running.

Returning to factory wasn't necessary to unlock the unit, if you read the locking/unlocking help, but wouldn't hurt anything.

still unable to unlock.

looks like i uploaded a base map because i attempted to upload another base map and now i keep getting: This tune partially locked from editing and tuning maps may not be visible. the top of the main windows will indicate a file is open with the words "new file" or a file name.

what to do?

If you're on factory software, connect and you'll have 30 seconds to unlock. Do that until you're successful.

The tune is partially locked as clearly indicated by the message that pops up. If you want to use a tune that's not locked start with a Starter map instead.
