The factory boost table increases gradually peaking at high rpm. The Ktuner tune boost is the same at 3000 and 6000. Does this mean you make the same power at low speed as high speed? Seems odd.

No, if you look at the dyno sheets you can clearly see how power is made at the stage 1 and stage 2 boost levels.
